vs:1-10 is addressed to the "leader" of Tyre.

vs:11-19 is addressed to the "king" of Tyre.

Ezk. 28:11-19 What we
need to know!
28:11 "the word of the Lord came to me saying," gives us the source of the prophecy;
28:12 "Son of man, (Ezk the prophet), take up a lamentation over the King of
Tyre and say to him,..."
This
prophecy vs:11-19 deals with the real
power behind the ruler, the prince of Tyre.
"You had the seal of perfection,.."
We
next are given some specific characteristics;
